C. Wade Mosley


Mr. Mosely has a long storied career as a public administrator, instructor and community servant.

Mr. Mosely served at the Philadelphia Redevelopment Authority (PRA) for 18 years. He ascended quickly from a summer intern, engineer to Director of Design and Construction. At age 22 he was the youngest and only minority to serve on the construction management team responsible for the design and construction of the Gallery I at Market Street East, the first downtown shopping mall. During his tenure, he was instrumental in the demolition of the 1200 block of Market Street in preparation for the Marriot Hotel, miles of public street reconstruction, utility infrastructure, playgrounds, modernization of hundreds of residential units including over 100 units earmarked for homeless families and much more. Although an awful tragedy, he was instrumental in the demolition of the destroyed homes and later the new site improvements and utility infrastructure servicing the newly built homes along and around the infamous 6200 block Osage Avenue.

Immediately after his tenure at PRA, he accepted a position at the Philadelphia Housing Authority (PHA) as the Director of Renovations. For over two decades he served in several Senior and Executive Management positions within the Capital Projects and Real Estate Development Division of PHA. During his tenure he has been directly responsible for, managed teams of design professionals, contractors and or assisted in the Design, Construction as administrator of over a billion dollars in public capital and private equity funds for modernization and new construction of thousands of affordable housing units, community centers, office buildings, recreational facilities, implosion of blighted hi-rise towers and so much more throughout the City of Philadelphia. He served as the Vice President of over a dozen limited partnerships responsible for construction and property management of over 3,500 new affordable rental and homeownership units. Mr. Mosely was also responsible for and point person for utility & energy conservation management of this roughly 30 million dollar annual operating budget for PHA reducing the overall energy consumption and cost each year.

Mr. Mosely also developed and taught construction management courses, seminars and workshops at LaSalle College, Penn State Ogontz and across the country for the Neighborhood Reinvestment Corp. He was instrumental in developing a Construction Management Certificate Program and taught a course for many years for Temple University’s Small Business Development Center which typically informed small aspiring minority contractors on how to do business with government entities.

He has served as a community leader in many capacities including as a long term Chairman and board member of the West Philadelphia YMCA and as Basileus (President) of Mu Omega Chapter of Omega Psi Phi Fraternity, Inc.

Mr. Mosely initially majored in Architecture Technology and obtained a BS Degree in Construction Management Technology from West Virginia State University.
